Look, this is lame as heck, they posted this on the web site Tuesday (or late Monday, anyhow recently), 5 days prior notice required. If it is 5 business days then the comments had to be in yesterday (Tuesday) by noon.

THEY DON'T WANT COMMENTS, there is no other conclusion to draw.
