Your mission if you choose to accept it is to build a completely new OW course. You have a completely open book, time and cost are no object. Student selection and appropriate prerequisites are entirely up to you. Testing and performance standards are also 100% your decision.
So...what would you do? What order would you teach steps? What equipment would you require your students to learn in or alternately ban from student use? How much time would you require for confined water and open water? How many dives? Would you include steps from AOW courses or mixed gasses? Would rescue techniques be included?
