I know that the manual says that there must be a snorkel on you at all times regardless of circumstances which could be dangerous using a long hose.

There must exist good reasons to have a snorkel available on ocean dives. Can't say for sure, as the sea is not my happy place. When it comes to quarries, mines, ponds, lakes, rivers... It's probably not needed as there are no waves. I guess, and I said guess, that you're allowed to think.
