The USVI is a great choice! St. John is gorgeous (and slower paced), St. Thomas is more touristy, but still has great diving and snorkling.

The nice thing is there is a ferry that runs between the two islands, so you can spend time on either. Plus, because it is US there is no need for passports, translators or currency exchange (if you are in the US).

I'll second that opinions. St. Johns has the best snorkling I have found, but it's a little boring. Get a room on St. Thomas (also good snorkling) and for some of the days of the trip take the ferry to St. Johns. Rent a Jeep when you get there and take off around the island. The rental company will let you know the places you can stop and snorkle.

P.S. To avoid the Cruise ship crowd stay on the west side of St. Thomas. You can catch a ferry at Red Hook. Take one day to go to the "evil" side of St. Thomas if you want really cheap gems.
