On the budget end, Hotel Cozumel is a good choice, and has an AI option.

I'd second Hotel Cozumel. It is a budget hotel but still very nice. The pool area is great if you're travelling with non-divers. Many dive operators pick up from their pier when the waves cooperate. As for dive ops, I like going with We B Divin. We B Divin' Cozumel Great team and the boat usually has plenty of room.
