its a 93 dynasty cc with a t-top and a yamaha 150

Are you worried about the seas or reliability? I dont know if thats a bay boat or not , but we run 19fters offshore all the time.

Don't even mess with Seatow they are a rip off just network with people with boats that you can depend on to call in case of trouble.
 
Ive always been curious how far out does your cell phone work?

It depends, but 3-5 miles is a good benchmark. I would not expect coverage any further out.

I wouldn't think of going out in the gulf without a vhf radio. They are limited by the height of the sending and receiving antenna, but even if you can't reach shore with one, chances are that you can raise someone closer to you in the gulf anyway.

And ALWAYS have a boat OPERATOR at the helm. Don't leave your boat unattended. It's asking for trouble.
