No, not necessary, they will find you a buddy or TWO. Sometimes that is a negative though, as you don't have any idea if your new buddy will be a liability or an asset!
I travel to KL by myself a couple times a year and usually get "pot luck" on the boat. I watch my "new buddy" on the way out to see if they know their head from their @$$. If they don't, I'll discreetly tell the Capt. that I'm not diving with that person! I have dove with some of these shops enough that they know me and will let me go by myself if there is no one else to buddy up with. (I'd rather dive solo than with someone who shouldn't be in the water!) I've never had a Capt. tell me "dive with him or no dive", but if it came to that, I would rather stay out of the water than dive with some of these people!
I'm actually heading down there tomorrow with some people from local dive club. I hope the winds die down soon!!
