It appears that she's holding on to the other diver with her right hand so it's hard to say if she would sink back down or not. There does not appear to be a lot of gas in her BC. She even flounders a bit after surfacing.

The only reason for sharing the video again was to illustrate the panicked diver is "not in their right mind." So the idea that the RC buoy would serve no purpose in a similar situation is flawed. A panicked diver surfaces in distress, surface support sees this and can quickly deploy an RC buoy straight to the diver which could save their life.

I'm actually surprised I'm having to argue its value.

I can see its value. Wouldn't hurt, could (really) help, depending on the circumstance
