I'm curious about this. Are you guys saying that during a hydro a tank can be tested at even higher pressures and thereafter be rated at a + pressure?
 
It's a standard hydro test, but what the data collected from the test has to show (Rejection Elastic Expansion number) is different for the + rating versus a regular pass. If nobody knows what the REE number is for a given tank's + rating, they can't give the tank a + because they don't know if it hit that target.
