I can start with two reasons why people aren't jumping to sign this.
#1..."a loose association of divers" tells me nothing. Who EXACTLY is behind this?
#2...Unions are, in general, extremely self-centered, self serving and riddled with greed and dishonesty. Any one who values their integrity and chooses to think for themselves would be EXTREMELY hesitant to sign on with ANY group who called themselves a union.
