I just came back from Key Largo about 3 weeks ago, my wife and I went there in mid October and plan on going back in mid Feb..We did mostly reef dives, I am not sure what you are looking to do, reef or wreck?

Jan & Mar can both be pretty poopy as far as conditions go. I've been blown out in both months. You may consider contacting an operator and posing that question.

Winter sea state in the Keys is usually a crap shoot. I operated out of Key West for a number of years, and the only thing predictable about winter weather was its unpredictability. It all depends upon the fronts that come through.
I have seen it flat calm in winter, and have seen it blow 25 knots for three weeks straight.
Your best bet is to try to have a flexible schedule which allows you to alter your plans if the weather is caca.

I went down last January and wished I brought my drysuit.

Water temp was 70degF and air temp was 65 and windy, which a 3mm just wasn't enough for.

BRRRRRRRRRR.......

March will be warmer but room prices will be up because of march break.

Captain Slate and Scuba Do charters were good some other were not.

hope this helps.
