I shot these last year with a Fuji F31fd and matching Fuji housing.

The camera was about $200 and the housing was $130. Its rated for 130ft, has double o-ring seals and doesn't look grainy at ISO 400. I shot a bunch of video clips with it and they are pretty good, but unfortunately the custom white balance only works for still pics so they are better. The pics on the link above were shot with manual white balance (set with a scrap of a white laundry soap jug) and had minor processing done on them.
For what I paid I'm very happy, other camera's might be better for adding additional lenses and strobes later, but if you get to know your camera you can take some pretty nice shots in clear and reasonably shallow water with available light.
