Being a former St. Louisan--I didn't think the diving was all THAT bad there--if you were into fresh water diving. You have Mermet Springs, BonTerre Mines, some lakes...... While not in the "city limits" proper--still very attainable.

But since I am now living in the Keys (not due to crime, and yes there is St. Louis, MO and East St. Louis, ILL), I would have to pick Key Largo. We don't HAVE to wear a snorkel, Keys Disease isn't all that bad, if you leave from ocean side--a short 20 ride to the reef! Gotta love it!
