Seasoft Stealth. I have a similar issue and the Seasoft boots, both the 3 mm and the 6mm Stealth work well for me. It is a hard soled boot, but very comfortable.
Can you speak to the width of the boots? I have Fred Flintstone feet- short and wide.

I have a very thin neoprene sock that I use with my dry suit. I have nerve damage in one foot. It makes it much easier to pull on the boot without being able to wiggle my toes. The socks are not designed for diving, but they make getting your foot in a lot easier.

Maybe it's not boots you need but different fins. :)

Scubapro Delta boots work great with my very wide and high instep feet. Have them in 3 and 5mm.
