the attached from the Federal Register sets out what looks like increased (but closely regulated) access to sunken military craft for research, historic, or preservation et al purposes:

the Executive Summary is bureaucratic but informative reading. Sounds like well-qualified underwater archeology programs will get approved. Not for us recreational divers, but I think better than the "no access" principle heretofore.

Others in a position to apply for such permits will obviously know more, but it sounds like a good thing.
