Stuff gets lost, stolen, damaged, or destroyed. Should your highest rated card fall in one of those categories and you have taken the precaution to only carry the highest rating you hold and put the others away, then you have the other cards to fall back on while you wait for a replacement C card.

I think what people are wanting is that each new more advanced
certification included previous specialties.
If so, then the total number of cards a person would have would
the same as if each certification card is only for a single cert.
The difference is that each new card would have more certifications
listed on it.
So if you lost a card, you would still have the lower level
combination certification cards
to fall back on but you would only ever have to carry and show
a single card.
Having more certifications per card gives more redundancy
as far as lost/damage/theft of cards go.
I'd much prefer this. In my case I have NAUI
OW, Nitrox, & AOW I have to carry and show 2 cards.
I'd much prefer to carry a single card.
In the case of NAUI if I lost my 2 cards that I have to carry
I have to get 2 replacement cards and the replacement
procedures for NAUI are more difficult than for PADI.
I think I'm motivated enough to contact NAUI and see
if they can be coaxed into moving in this direction.
