Requirements for becoming a Dive Master then Course Director

Get some hands on work at a dive centre or club before going for the Instructor course. Working directly with divers will give you the confidence, and many of the skills, you need for the Instructor course.

Working as a Divemaster aslo helps you get a good number of dives under your belt and improve your general skill and comfort levels.

Spend time on the internet (or subscribe to dive mags if you're still stuck on the paper thing). A lot you learn out of the water will help you when you're in the water.

Personally I think these standards are far too low. I'd say 200 dives for DM, 500 for instructor.
