Don't know if you are counting 'made for TV movies' or not, but there is always the very inconceivable 'Goliath Awaits' (1981), with Mark Harmon and Christopher Lee.

And coming in March "CAVE" from Sony Pictures....hopefully (praying to the edit gods) with lots of very cool underwater cave diving scenes.....

Sure it is. Not only is it SCUBA, but it's an overhead environment.
