Shore Diving Near Seven Mile Beach

As for solo shore diving from an established shop, pretty much forget about it. But, there are plenty of places to shore dive that aren't connected to a dive shop. If you rent a tank and go do those shore dives by yourself, I don't thing you'd be violating the rules as you aren't diving with an operator member of CITA. Go rent a tank at Diver's Supply and dive Babylon from shore.

IMO, to truly experience the best of Grand Cayman, you need to dive the North Wall or the East End by boat. There are operators that go to the North Wall that are known for being more laid back than others. With those, you are essentially diving solo anyway.
 
Sunset House, Don Foster's, Eden Rock, Lighthouse Point, Turtle Reef (Macabuca / Sundivers), Cobalt Coast. Those are all your options on the west end of the island for shore diving with an on-site shop. Turtle Reef is currently open for limited hours 8am-4pm, due to renovations, not sure when they will be going back to regular hours, probably around the same time the restaurant re-opens.

Not sure where you're staying, how far you want to travel, or when you arrive, but I think Sunset House or Cobalt Coast will be your best bet for finding random dive buddies as they will most likely have the most traffic throughout the day.
