Fishing for Garibaldi? Talk about slaughtering sacred cows! I wonder how they taste.

Actually from what I understand it is perfectly legal for the fisherman to fish the OTHER side of the Casino groin. It is legal to fish off public piers, breakwaters, groins, etc. When I've dived the other (harbor) side I run into a fair bit of monogilament and a few hooks.

If you see him fishing the reserve side, especially for garibaldi (or divers) I think it's legal to gaff him.
