They even said they are going to be removing rubble from the area so it doesn't move around and damage the reef. Somebody is going to be getting some big money over-seeing all of this, I imagine the bills submitted when it's all done will be in the millions for this tiny little patch.

That's what the articles say. It's hard to understand if that is what Allen's side is saying the damage is or if the Cayman DOE is saying they agree or not. Allen's side is working hard to avoid having to actually say they are responsible, Cayman DOE was dragging it's feet over that point, Allen's side said stop dragging your feet and let's agree to fix 113'x113' area right now, using the argument that time was of the essence as the longer they delay the more semi-damaged coral will die off before they can get to it.

23 March 2017 update:
Cash received in government's settlement of this matter will be used to install moorings (plural) according to a report on Cayman News Service. See CNS story here: Cash from reef destruction funds new moorings

Government has not revealed the amount of cash Allen or his firm have paid to CIG but officials have stated that all of the cash will be used for the moorings and continuing the work to try to restore the damaged reef.

At least one mooring will be at the north end of the Seven Mile Beach Marine Park, apparently not so far from the accident site. This mooring will be designed to hold vessels up to 300ft, perhaps just big enough to hold Tatoosh (303ft) should she pay another visit. Other site(s) will be installed with input from the Port Authority and mooring users.

This news was released one day before the general election in the Cayman Islands. Environment Minister Wayne Panton, who announced the agreement, is seeking re-election. Always nice to be able to highlight an accomplishment as voters go to the polls.
