Hi mtg,
Useful info. That puts Provo down the list and moves Grand Turk and Salt Cay to the fore. Provo has some good diving, but it's unarguably turon central for the TCI.
Prior to the recent opening of the cruise ship pier in the south of GT, I would have unconditionally recommended it. Now I only recommend it only if you dive with an op that doesn't cater to cruise divers, e.g., Blue Water Divers
http://www.grandturkscuba.com rather than Oasis Divers
http://www.oasisdivers.com/oasis.html. I'd also recommend staying at a place slightly away from the "action," e.g., Manta House
http://www.grandturk-mantahouse.com rather than Osprey Beach
http://www.ospreybeachhotel.com/ (where the pool area can get noisy). The Bohio
http://www.bohioresort.com is a good choice for both diving and staying if you don't mind being a bit isolated (to the extent that one can be isolated on a tiny island like GT).
If you want more laid back and undeveloped with more nature-oriented activities, check out Salt Cay. IMHO, the diving isn't as good as on GT, but Salt Cay Divers
http://www.saltcaydivers.tc does a good job and can arrange dive trips to neighboring South Caicos. South Caicos has some super dive sites and has never had diver pressure on its reefs because it's only ever had one dive resort and that was unevenly oped and closed for good about 4 years ago.
If you want even more laid back and undeveloped, and trust me, girl, we're now talking profound peace and quite, look into North Caicos. There's only one dive op, Beach Cruiser
http://www.oceanbeach.tc/diving.htm, and it's very personal service. You've got ~10 choices in digs, some very small, but I can only personally vouch for the Ocean Beach
http://www.oceanbeach.tc.
Get you started?
