Apparently, the winter skate look-alike isn't a torpedo ray after all. I was checking out some pictures, and they are definately more rounded, with a squaliform caudal fin.

It looks like the one with dorsal spines is a winter skate Leucoraja ocellata , and the one with dorsal fins is a little skate Leucoraja erinacea.

However, according to fishbase (http://www.fishbase.org), both skates are capable of a harmless Electric Organ Discharge.
 
i thought it was a skate, but after looking at the link and the species above.. im pretty sure it was a torpedo ray.. wuhoo.. i think it was at stage fort during my OW test
