What is the average wind speed at Boracay on Sep?

I plan to go to Boracay for diving with my friend on early September this year. But my friend is nor-diver and she wants to play windsurfing at Boracay. We checked that the best season for windsurfing in Boracay is Dec. to Feb. So we want to know what is the average wind speed in Boracay on Sep and is it good for play windsurfing on Sep at Boracay ? Or is Anilao is better for play windsurfing on Sep?
And also is there any cheap price for rental of windsurfing at Boracay?
 
The best windsurfing in Boracay is with the northeast winds, which are from Dec through Mar mainly. Howling winds. You can get fairly strong winds in Sept but it'll be from the southwest, meaning you'll be on the other side of the island. It's typhoon season in Sept and it can be dead calm to 25 mph winds.
 
try kite surfing... it's all the rage now I hear in Boracay...

just don't do it during a typhoon
