What is the neon green algae in Gloucester/Manchester by the Sea area?

I was on the coast this weekend in Manchester by the Sea and Gloucester (Stage Fort Area) and noticed large accumulations of neon green colored algae--it was almost like an oil slick of the stuff. :depressed: I have never noticed anything like that before and certainly looks really nasty to wade into to get out to go diving, or to have the kiddos playing in the water amongst the green goo. Has anyone else seen this? Does anyone know what it is? Thanks!
