Also, the research I did quickly says NEC requires gfc outlets as recently as 2011... Depends on when the electric is installed and how.

Yeah, from the linked article in the linked article...sounds like it wasn't upto code.

She said that the dock was less than 3 years old and had been outfitted with electricity by a licensed electrician.
 
Also, doesn't sound like it's a marina, but a private dock. Possibly the family dock.
