I just got a Legend reg with the Legend Octo. Out of curiosity, is the Octo mechanically identical with the second stage primary reg?

Yes, it is. Both are pneumatically balanced.
In this particular case I'm not sure,however, it is not uncommon to see the octo and primary share all idential parts except for the use of a different tension spring on the octo which reduces freeflows. (and the yellow color of course...)
