I'm a Fish!
Planning on a drift dive down the Colorado River starting up near Hoover Dam and have a couple of questions;

1. Are there any permits required?
2. How far downriver before hitting any spot where we need to take out?
3. Where's the nearest public boat ramp?
4. Any water level issues along that route?

Below the Dams, it is clear and cold ( 39 degrees F, 4 degrees F ).
 
I never dove the river but I know there are kayak tours that start up by the dam so there are places to put in and take out along your planned route. Google "kayak hover dam" or "kayak black canyon" to find sites like the one below that should be able to provide you with more information.
