Ahhhh! This must be the weekend to reminisce.

I had this other Youtube video of an old Navy training film paused when I saw your posts. A nice looking diesel boat "sinks". Shot in 1961.

"In this training film (SUBMARINE ESCAPE - Escape From A Disabled Submarine), see how the U.S. prepares its submariners and submarine support personnel to handle potentially disastrous emergencies. The USS Balao (SS-285) plays the part of submarine that has had a fire aboard and is now stuck on the sea floor. Some trapped crew members make individual emergency buoyant ascents via the escape trunk. In the meantime, the submarine rescue ship USS Skylark (ASR-20), rushes to the scene and uses its Rescue Bell (RC14) to evacuate the remainder of the crew."

Blow & Go action starts at around twelve minutes, but the whole thing is pretty interesting. Also featuring a messenger buoy, divers on the stage in heavy gear, a closed bell, and mating collar goodness.
