Malapascua conditions in late November?

Going to Philippines to dive one week end of November. Currently, considering Malapascua, however when doing some research online I came across some information stating that visibility dropped to 5-10m in late November to December.

Is this correct? If so, is it the same all over the Cebu area or is it just the Malapascua dive site that are affected?

I will also be in Malapascua around the same time. I did not know about the reduced viz around that time. I hope its not true...
 
The viz in Malapascua can vary from 5m-30m at any time of year based upon surface conditions, weather, tides, and all the standard types of things - I don't believe that anytime of year is particularly worse...
