How does the device cope with the light absorbing and scattering properties of water?

I suspect someone has come up with the bright (Hah!) idea of putting a laser measuring device into a watertight and pressure proof body or housing without any idea of the power required to overcome those properties.

It is indeed a challenge. We just built 4 custom housings for lasers (non-measuring) and are waiting to get a report as to just how far the beam of powerful laser is film-able (?) under water (day) ...
