2 hours ago when cleaning my gear I accidentally tipped over my Faber FX100 steel tank (2 months old). How bad is the damage? I'm really worried that the 360 dollars I spent on it is all wasted. Thanks guys.

No biggie. You scuffed off some paint. Those things are tough. Worse will likely happen to it over the years.
Now, drop it on the valve......you may be buying a new valve.

All you have done is damaged the coating. Is it painted or galvanized, I am not sure from the photo but it looks like galvanized and you have chipped some of the zinc off. If painted touch up with paint, if galvanized touch up will cold galvanizing spray. It is really difficult to damage a steel tank, not saying that it can't be done but not by simply knocking over.

Where do new hydro stamps go? Over the old one? I can't find anything on that.

The hydro stamp will happen in a new location on the neck of the tank. Every 5 years there will be another stamp with the date. For example, I have tanks with "04 @ 11" and "04 @ 16" on them. In 2021 they will have a third stamp of "04 @ 21". I'm guessing they hydro test the tank then stamp it then galvanize it. So the first stamp is covered by galvanizing.

wherever the hydro op stamps them around the crown. They are usually not exactly level and are basically crammed in wherever they fit around the upper crown.

you can see several of them on this tank
