Kinda hard to explain but I'll try. I believe it's a pulley from a belt drive system. In the days of steam, before electric power and hydraulics they used shafts and belts to tansfer the power form the engine to the device being powered.
Been a while since I took this, but if I recall correctly it's well forward, peerhaps it drove an anchor capstan. The Conestoga was a steam powered, screw driven wood ship. More info here http://pages.infinit.net/wrs/Aquadyne/DivesConestoga.html
