A while ago, an underwater photoshop action was available on the Adobe web site. An action is similar to an excel macro. It stores a series of commands and keystrokes. The action does a remarkable adjusting blue/green images to full spectrum fully saturated color. It is available here. Free Downloads. The action runs in both Photoshop and Photoshop Elements. You download the action file and save it. In Photoshop Elements, you go to the editor, Expert Mode or Tab and select window>action. A panel will open. In the upper right corner of the panel, there is an icon consisting of three short horizontal lines one above the other. Select that and a menu pick list will drop down. Select Load Actions. Find the file you downloaded (underwater.atn) and select load. An additional folder, called underwater, will appear at the bottom of the list of actions. You may have to click on the bottom of the panel and drag down or scroll down to see it. To run it, open you image in the editor, select window>action. Find the colorcorrect_red line in the action and highlight. Click the right facing arrow on the top of the action panel to run it. The action will leave the file in PSD fomrat (this is Adobe's working file format). Select to save the file but change the file type to JPEG. The results are amazing. It runs in older versions of Photoshop Elements as well which are available considerably cheaper than the current version on line. If you have version 15 of Photoshop, the enhance>auto remove haze is another very nice improvement for underwater photos.
