I'm not sure what you mean by "situation" but I just got back from Dahab and if you're referring to safety than it should be no issue at all. Probably safer than Cairo itself

Yes, safety. Does that extend to non-Arabic speaking us citizens?

It does yes. Dahab is generally very safe, and it has a large community of expats living there (many of whom are diving instructors).
