Better just to nip it in the bud

Kiters can already go anywhere in the blue water. This would allow them in the shallows effectively stopping any snorkeling or diving. Where they are now Atlantis used to be a dive site. Nobody dives there unless the wind is dead and kiters aren’t out.

Nobody tows a dive flag. Best to descend and ascend in the shallower parts. Snorkeling on lots of reefs too. Avoid fish hut when kite surfers are there. Some people carry a SMB and finger reel if they think they might ascend in traffic.
