It is leased by commercial diving school now. While it is "open" for recreational diving, the fee is $200 per person, with a guide being required who also has to pay $200 to enter (most other guided sites don't charge the guide a fee). And it is only open when they aren't using it.
 
I don't know anything about it. That's just the first thing that went through my mind when I read it could cost you $400 for a visit.

You forgot the guide's fee, which would likely be $100-200, plus any rentals, gas, and the cost to get there. It would probably be a $500-600 trip.

Add 2 more zero's for the 'visitors(?)' who rent it out for a full week.....and it's pay in advance too.
