I must agree with AndyT. Tofo is great with a nice village by the sea. Safe to walk home and incredibly friendly locals.

I stayed on the outskirts of town at Bamboozi and walked home on the beach every night, no problems. And the diving was great. Mantas, whale sharks, and the hard to find smalleyed stingray!
 
The island of Pemba, part of the Zanzibar archipelago has great diving and good safaris on the mainland. I organise tailor-made tours there
