It varies somewhat with the course itself. For example, minimum age for TDI Nitrox is 15; for Decompression Procedures and most of the remainder such as Full Cave and CCR Trimix it's 18.

I applied for and received a waiver from SDI to teach a solo course to a 17 year old who was very capable in the water.
