So that's a giant anemone? Is it a baby that's going to get bigger?
 
That would be my best guess. Being that it's right next to another one the larger one probably duplicated itself through pedal laceration or spawning. If it were a different species that parked right there I'd bet the grown condy would have killed it long ago. It's likely just deflated for whatever reason.
