Hi,
my first idea when I saw these in Sabang, Philippines, was that they where Anthiases, but I can't find any species that fits the image... Could they be juveniles?

Or maybe a female Pseudanthias pleurotaenia?

Often difficult to be precise and you may be right. Whatever it is, it looks like an immature which further complicates the issue.
At first I thought it was a juvenile of some sort of damsel and I'm not totally convinced it is not.
