If the Antillean guilder is pegged at 1.78 per US dollar do the ATMs also dispense at that rate? Are the ATM fees fairly consistent around the island?
 
Which island? Bonaire recently changed its relationship with the Netherlands (basically becoming more a part of it somehow; I don't understand the whole difference), but adopted the U.S. dollar as their currency.

I don't know what Curacao or Aruba are up to now.
