It does have to be Thailand. We went ahead and booked the flights before we really thought about where what we'd do there....

If you are looking for luxury diving and good DM/Diver ratio try the Philkade out of Phuket. Boat only takes 10-13 divers and has two dive masters so they can really work with new divers. It may be a longshot, but I think Sanuk Divers will be taking their new liveaboard out for a run then.
