I am going on Carnival Cruise lines to these ports. I would like to set up dives, but am not interested in using the cruise excursions. Does anyone have any suggestions?

Call ahead, take a lot of DEET and don't go out at night alone.

Hi,
I had the same questions. Go back a few posts and there are some good suggestions.
I plan to go on Carnival Legend next year.

The reefs that are the best in Belize or the outer ones! So I would do the Cave Tubbing at Jaguar Paw it is so unique in the world you can't miss it! Or the Mayan Ruins and then do the Dolphin Dive in Roatan or Spooky Channel! Cruises are sampler plates to give you an idea of the lay of the land! Go and have fun with the attention of going back for a more in depth visit! You can't do the best in 8 hours in either location!
