Bends what do they do in U.S. to be safe?

A friend of mine was diving in cold water wearing a loose fitting wet suit ...he smokes and is in his 40s at time of the accident ..his dive profile was 100 ft for 2 minutes 70 ft 13 minutes and a 2 minute stop at 10 ft ....upon surficing he was incoherent and close to passing out .....he was taken to the Hospital in Vancouver were the chamber is and treated for "Hypothermia" for 4 hours and released ....he went into the change room at the hospital and when he didn't come out we went looking for him....... he was sitting on a bench saying he couldn't move his legs ..we got the doctor and they realized he was bent ...course the people who man the chamber and were there for Terry when he first arrived had decided with his dive profile there's no way he could have DCS and had gone home
..it took some time to get them back and terry said he could feel the paralyses moving up his body ..... sadly terry will never recover full use of his legs ....the feeling never did come back in is legs and he walks with an awkward gate as well as other related problems ....The doctors didn't realize I guess that when you get Hypothermia you don't get rid of nitrogen like you should and hence for Terry he has a life dealing with a severe disability .....it just goes to show yea that diving doctors make mistakes and in Canada they apparently don't put you in the Chamber just to be safe ... it's costly.....what do they do in the U.S.???
