Better technique vs. better camera?

Ambient light in crap conditions ive had most luck using Tv (shutter priority) mode and RAW.

If i set to 1/60th it stops the camera going too low and blurring. Any underexposure i can usually pull back with the RAW editor. Using Av and so on is OK but can still end up with too low a shutter speed and shake or motion blur to ruin a shot.
