I know this is underwater photography 101, but...

I didn't use a red filter and all of my shots are too blue. How do I use Photoshop CS to improve the images?

If you shot it Raw you have a small chance of using Curves to correct the issue.
I use a Flash to overcome the loss of color instead of a filter.
 
There's a filter that may help. I've attached it to this post - it will "bring back the reds"

But might make things a little too monotone, if so try bumping up the Saturation after using it.
