Many people would veer off to avoid a collision, even if they technically had right-of-way and didn't have to. Here's a thought...is it practically feasible the smaller boat got pretty close before veering off, the larger boat got nervous and didn't think it would, so the larger boat also tried to veer off...and inadvertently the 2 collided?

It's like, have you ever been walking in a store and met an oncoming person and both of you tried to step out of the other's way, but instead you kept moving into each other's new path?
 
Jesus you guys making excuses for the give-way vessel here is just pathetic.

Once you live here in the Philippines for a while you come to realize that "rules" are really just suggestions. Right of way is meaningless. There is a good chance both boat captains were probably on Facebook or Youtube while underway. Centrals is right on the money in that this will be swept under the carpet.
