Cebu Pacific In-flight magazine recently has an interesting article on this place. The place is quite isolated from anywhere.
AFAIK, only one dive operator(Easy Diving) in Sipalay runs a regular LOB trip to the island.

Is there anyone out there had dived the place?

No, I could not.
Surely Easy Diving couldn't have the monopoly on the place!!! Probably more info in German scuba forum!
