I think I am now up to charging cycle 5 and the burn time seems to be increasing.



Sounds promising. Maybe stop counting; 5 isn't strictly the magic number. Stay frosty.
 
How long does it take the battery to charge? It does not seem that the green light on the power brick is accurate.

Because sometimes the green light on the power brick changes to steady green after about 15 minutes.
 
NiMH cells takes a few cycles when new to charge to rated capacity. They also have a fairly high self-discharge compared to other chemistries so it would be a smart idea to charge as close as possible time-wise to actually diving the light.

Just keep cycling (charge / discharge) the pack and the performance should improve.

After a full discharge? That's supposed to happen when you plug in the charger before
connecting the battery to the charger.

There are 2 lights on the power brick. One light is red and detects that it is plugged into a power source. The green light does not come on until the battery is plugged in. According to the manual the green light should flash during charging, then changes to steady green when the charge is complete.

Yes, but you must plug in the battery BEFORE you plug in the charger, ie at no time should there be a red light without a green light if you are following the directions.
